Lipstadt, of Georgia, to be Special Envoy to Monitor and Combat Anti-Semitism, with the rank of Ambassador, and Barbara A. Leaf, of Virginia, to be an Assistant Secretary (Near Eastern Affairs), both of the Department of State.
