United States-Korea Free Trade Agreement Fairness Act of 2013 - Amends the Immigration and Nationality Act to include nationals of the Republic of Korea (South Korea) coming to the United States under a treaty of commerce to perform specialty occupation services in the nonimmigrant E-3 visa category.

Authorizes up to 10,500 of such visas to be issued each fiscal year.
