Conditioning United States-Egypt Military Exercises Act of 2013 - Prohibits funds from being used for U.S. participation in joint military exercises with Egypt if Egypt abrogates, terminates, or withdraws from the 1979 Egypt-Israel peace treaty.

Authorizes the President to waive such limitation if the President certifies to Congress that the waiver is in U.S. national security interests.
