Foreign Fuels Reduction Act - Amends Clean Air Act provisions governing the Renewable Fuel Program to require (current law authorizes) the Administrator of the Environmental Protection Agency (EPA), when reducing the volume of cellulosic biofuel required under such Program to the projected volume available during that calendar year, to reduce the applicable volume of renewable fuel and advanced biofuels required under the Program by the same (currently, the same or a lesser) volume.
