To amend title 49, United States Code, to prohibit the Secretary of Transportation from increasing minimum financial responsibility requirements established by Congress for motor carriers of passengers, and for other purposes.

The Department of Transportation (DOT) may not increase minimum levels of financial responsibility for commercial motor carriers of passengers.

DOT shall study and report to Congress on current federal minimum financial responsibility requirements for such carriers.
