To require prompt reporting of any incident in which the Armed Forces are involved in an attack or hostilities, and for other purposes.

This bill requires the President to transmit a report to Congress within 48 hours after any incident in which the Armed Forces are involved in an attack or hostilities, except in certain circumstances as provided under the War Powers Resolution. The report must contain specified elements, including the authority or authorities under which the Armed Forces were operating when the incident occurred.
