Defending Rural Access to Long Term Acute Care Act of 2013 - Prohibits the Secretary of Health and Human Services (HHS) from applying to certain long-term care (LTC) hospitals operating in a single-hospital metropolitan statistical area (MSA) special (Medicare threshold) payment (adjustment) policies and regulations for: (1) LTC hospitals within hospitals and satellites of LTC hospitals, or (2) any such LTC hospitals and satellites that discharged patients under title XVIII (Medicare) of the Social Security Act who were admitted from a hospital not located in the same building or on the same campus as the LTC hospital or satellite.
