Prohibits any further extension or establishment of national parks and monuments in Nevada from being undertaken, except by express authorization of Congress.

Prohibits the Secretary of the Interior from implementing, administering, or enforcing Secretarial Order No. 3310, issued on December 22, 2010, relating to the protection of wilderness characteristics on public lands under the management of the Bureau of Land Management (BLM), except by express authorization of Congress.
