Freedom Fuels Act of 2013 - Authorizes the Secretary of Defense (DOD) to enter into one or more contracts for the procurement of liquid transportation fuel, including jet fuel, that: (1) meets requirements of the Energy Independence and Security Act of 2007 relating to the procurement and acquisition of alternative fuels; (2) uses a feedstock produced within a state; and (3) is refined, manufactured, or produced in a state.

Prohibits any contract options that extend the overall contract period beyond 10 years.

Requires a report from the Secretary to Congress on performance under each contract.
