Requires the Environmental Protection Agency (EPA), for any rule or significant regulatory action relating to state implementation plans for national primary and secondary ambient air quality standards, to timely provide on the request of a state or other governmental entity involved in the development of such plan the following in order to comply with the regulatory action: (1) technical support, (2) data and data modeling, and (3) clarification and guidance.
