Amends the federal criminal code to revise the definition of "armor piercing ammunition" for purposes of federal firearms provisions to exclude: (1) M855 (5.56 mm x 45 mm) or SS109 type ammunition; or (2) ammunition designed, intended, and marketed for use in a rifle.
