This resolution expresses the sense of the House of Representatives that (1) the Earth is facing an imminent crisis from the extinction of species and the decline of biodiversity, and (2) Congress should work to support protecting and conserving at least 50% of the lands and oceans in the United States and encourage diplomatic efforts to achieve this goal worldwide.

Referred to the Committee on Natural Resources, and in addition to the Committee on Foreign Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
