To amend the Individuals with Disabilities Education Act to clarify the maintenance of effort requirement for local educational agencies.

Amends the Individuals with Disabilities Education Act to allow local educational agencies (LEAs) that receive federal assistance for the education of disabled children under the Act to reduce their spending for the education of such children if that reduction is attributable to reductions in their spending for employment related benefits for special education personnel.
