Stop Swaps, Protect Local Jobs Act
This bill applies federal prevailing wage requirements to arrangements in which states allow local agencies to exchange their state's proposed allocation of Federal-Aid Highway Program funding for state transportation funds.
Under current law, when such an exchange occurs, local agencies must comply with applicable state and local requirements but generally not prevailing wage and other federal requirements.
