To amend the Social Security Act to prohibit State and local governments from obligating any coronavirus relief funds provided by the American Rescue Plan Act of 2021 until all coronavirus relief funds made available by the CARES Act are obligated, and for other purposes.

This bill prohibits a state, territorial, tribal, or local government from obligating any COVID-19 relief funds provided by the American Rescue Plan Act of 2021 until such government obligates all its relief funds made available by the CARES Act (Coronavirus Aid, Relief, and Economic Security Act).
