Congress has the power to enact this legislation pursuantto the following: Article 1, Section 8, Clause 1, which provides that, ``TheCongress shall have the Power to lay and collect Taxes,Duties, Imposts and Excises, to pay the Debts and provide forthe common Defence and general Welfare of the United States;but all Duties, Imposts and Excises shall be uniformthroughout the United States,'' and Article 1, Section 9,Clause 7, which provides that, ``No money shall be drawn fromthe Treasury, but in Consequence of Appropriations made byLaw; and a regular Statement and Account of the Receipts andExpenditures of all public Money shall be published from timeto time.''
