This bill requires the Department of Defense (DOD) to establish additional performance measures to evaluate the effectiveness of DOD's Credentialing Opportunities On-Line (COOL) programs in connecting members of the Armed Forces with professional credential programs.
Such measures must include the following: (1) the percentage of members, prior to separation, participating in a professional credential program through a COOL program; (2) the percentage of such individuals who go on to complete that professional credential program; and (3) the percentage of those who complete that professional credential program and are employed not later than one year after separation or release from the Armed Forces.
