Mandatory Spending Control and Accountability Act
This bill requires certain direct spending programs (also known as mandatory spending programs) to be funded through the annual appropriations process. The bill excludes Social Security retirement benefits, Medicare, the TRICARE program, and all programs administered by the Department of Veterans Affairs.
