In addition, the resolution
- urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh,
- enourages open communication between officials of Artsakh and the U.S. government, and
- calls for the full participation of Artsakh in intergovernmental negotiations regarding its future.
(Artsakh is officially recognized as a part of Azerbaijan.)
