Declaring that a state of war exists between the self-described "Islamic State" and its direct affiliates and subsidiaries, and the Government and the people of the United States and making provisions to prosecute the same.

Declares that the state of war between the United States and the self-described Islamic State and its affiliates and subsidiaries, which has thus been thrust upon the United States, is formally declared.

Authorizes and directs the President to use all necessary and appropriate force and resources to carry on a war against the Islamic State and its affiliates and subsidiaries.
