Stop Tenant Organizing Promotion Act - Prohibits the Secretary of Housing and Urban Development (HUD) from carrying out, supporting, or otherwise providing any assistance to the Tenant Resource Network Program authorized under the Department of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1998.

Amends the Act to repeal the Secretary's authority to provide funding for the Program.

Prohibits the obligation or expenditure of any funds currently allocated under the Program. Requires the funds to be covered into the General Fund of the Treasury and used only for reducing the federal budget deficit.
