This bill requires the Department of Defense to establish a safe-to-report policy for members of the Armed Forces (including members of the reserve components of the Armed Forces) and cadets and midshipmen at the military service academies.
The policy must generally allow an alleged victim of sexual assault to report the assault without fear or receipt of discipline for minor collateral misconduct.
