Recognizing Education, Employment, New skills, and Treatment to Enable Reintegration Act of 2019 or the RE-ENTER Act
This bill establishes procedures and requirements for U.S. district courts to issue federal certificates of rehabilitation. These certificates acknowledge that federal offenders have demonstrated a commitment to a law-abiding future and successfully reintegrated into society.
The bill also establishes a presumption that an individual who has obtained a certificate is rehabilitated for purposes of regaining eligibility for federally assisted housing and other benefits.
