This bill prohibits federal funds from being used to transfer an F-35 aircraft or related intellectual property or technical data to Turkey unless the President certifies to Congress that Turkey is not: (1) degrading North Atlantic Treaty Organization (NATO) interoperability or member country security, or exposing NATO assets to hostile actors; (2) seeking to import or purchase defense articles from a U.S.-sanctioned foreign country; (3) wrongfully or unlawfully detaining U.S. citizens or lawful permanent resident aliens; or (4) engaging in military action without following international legal norms to prevent civilian casualties.
