No Regulations, No Pay Act of 2013 - Requires the basic pay of any federal agency official who is responsible for the issuance of regulations to be held in escrow and not paid to such official if such official fails to issue such regulations by the date specified by law. Allows the basic pay of such official to be released when such official issues the required regulations or ceases to serve in the office that issues such regulations.
