Constitutional Amendment

This joint resolution proposes a constitutional amendment authorizing states to repeal, in whole or in part, any presidential executive order, rule, regulation, other regulatory action, or administrative ruling issued by an agency or instrumentality of the United States when the legislatures of two-thirds of the states approve resolutions for this purpose that particularly describe the provisions to be repealed.
