Proposing an amendment to the Constitution of the United States authorizing the territories of the United States to cast electoral votes in presidential elections.

Constitutional Amendment

This joint resolution states that if the population of a U.S. territory exceeds 30,000, the territory shall appoint a number of electors of President and Vice President equal to the number of Representatives to the House of Representatives to which the territory would be entitled if it were a state. Such electors shall be in addition to those appointed by the states and Washington, DC. Such electors shall perform such duties as provided by the 12th Amendment to the Constitution.
