21st Century American Service Act

This bill directs the Corporation for National and Community Service to develop and implement a program to ensure that each applicant to a voluntary civilian national service program has the opportunity to serve. The bill also increases living allowances provided by such service programs and excludes various allowances, including AmeriCorps educational awards, from gross income for taxation purposes.
