Restoring the Constitutional Balance of Power Act of 2013 - Prohibits the use of federal funds by the National Labor Relations Board (NLRB) to undertake or enforce activities commencing on or after January 4, 2012, that require authorization by a quorum of NLRB members.

Prohibits any transfer of funds from the Federal Reserve for use by the Consumer Financial Protection Bureau (CFPB) to implement activities that are authorized only upon the confirmation of a CFPB Director.
