To require the Secretary of State to withhold certain assistance for Honduras until the President certifies to Congress that the Government of Honduras has settled all known commercial disputes with United States citizens.

This bill prohibits the Department of State from obligating or expending a specified amount of the funds made available for assistance for Honduras for FY2017 until the President certifies to Congress that the government of Honduras has settled all commercial disputes with U.S. citizens that were filed before enactment of this bill, including disputes related to the confiscation of real property.
