This bill prohibits the obligation or expenditure of funds to transfer an F-35 aircraft or related intellectual property or technical data to a foreign country unless the Department of Defense certifies to Congress that such country is not: (1) degrading North Atlantic Treaty Organization (NATO) interoperability or member country security or exposing NATO assets to hostile actors; (2) seeking to import or purchase defense articles from a U.S.-sanctioned foreign country; or (3) wrongfully or unlawfully detaining U.S. citizens.
