Directs the following House Committees to review laws within their jurisdiction and submit to the Committee on Oversight and Government Reform changes in them sufficient to eliminate excessive executive branch discretion in their application:
- Agriculture;
- Armed Services;
- the Budget;
- Energy and Commerce;
- Education and the Workforce;
- Financial Services;
- Foreign Affairs;
- the Judiciary;
- Natural Resources;
- Oversight and Government Reform;
- Science, Space, and Technology;
- Small Business;
- Transportation and Infrastructure;
- Veterans Affairs;
- Ways and Means; and
- Permanent Select Committee on Intelligence.
Requires the Committee, upon receiving all the recommendations, to expeditiously report legislation titled the "Article One Restoration Act" that carries out all such recommendations without any substantive revision.
