Cooperative Management of Mineral Rights Act of 2017

(Sec. 2) This bill repeals provisions of the Mineral Leasing Act and the Energy Policy Act of 1992 that require: (1) the Department of Agriculture (USDA) to provide 60 days' advance notice before commencing surface-disturbing activities related to the development of oil and gas deposits on certain land within the Allegheny National Forest in Pennsylvania; and (2) persons who propose to develop oil and gas deposits on such lands to either permit USDA to market merchantable timber owned by the United States on the land subject to such activities or arrange to purchase merchantable timber on that land from USDA, or otherwise arrange for the disposition of such timber, upon such terms as USDA may accept.
