Christen O'Donnell Equestrian Helmet Labeling Act of 2016
This bill directs the Consumer Product Safety Commission to issue a rule requiring warning labels for equestrian helmets that are not approved safety helmets under ASTM (American Society for Testing and Materials) International standards for horse sports and horseback riding. The rule must be treated as a consumer product safety rule under the Consumer Product Safety Act.
The Centers for Disease Control and Prevention must make grants available for states, local governments, or tax-exempt nonprofit organizations to carry out education and awareness campaigns on proper equestrian helmet selection for riders and the dangers of nonapproved headgear.
The bill does not apply to polo, horse racing, or rodeo helmets.
