(Sec. 1) This bill authorizes the Federal Aviation Administration (FAA) to enter into a reimbursable agreement with a state or local government agency for airport construction or alteration projects requiring notice to the FAA, if the agreement:

  • includes cost-effective completion measures for such projects, and
  • would not negatively affect the safety or efficiency of the national airspace system.

Airport Construction and Alteration Reform Act of 2016

This bill directs the Federal Aviation Administration (FAA), regarding any proposed state department of transportation construction or alteration project that may affect navigable airspace, to allow the state department of transportation to carry out the project, and not require a FAA aeronautical study, if that state department of transportation:

  • has appropriate engineering expertise to perform the construction or alteration, and
  • complies with applicable FAA standards for construction or alteration.
