To direct the Secretary of Transportation to provide to the appropriate committees of Congress advance notice of certain announcements, and for other purposes.

(Sec. 1) This bill directs the Department of Transportation (DOT) to give Congress three full business days' prior notice of any announcement of competitive DOT projects receiving a discretionary grant award, letter of intent, loan, loan guarantee, or line of credit of $750,000 or more.

DOT shall also give Congress notice of emergency program fund allocations for the repair of highways and roads damaged as a result of a disaster:

  • three full business days before issuance of the allocation; or
  • concurrently with the allocation, if it is made using DOT's quick release (or any successor) process.
