Encourages the launch of U.S.-European Union (EU) trade and investment negotiations which will benefit U.S. and European workers.

Promotes increased transatlantic exchanges to further benefit from existing cultural ties and research and development partnerships, particularly in the maritime area.

Affirms the deep roots of common heritage between the United States and Ireland, and acknowledges the lasting contributions of Irish-Americans to the United States.
