Amends the Rural Electrification Act of 1936 to provide grants, in addition to loans and loan guarantees, for the costs of construction, improvement, and acquisition of facilities and equipment for broadband service in rural areas.

Authorizes the Secretary of Agriculture (USDA) to make a grant to an entity for a project with respect to which a loan or loan guarantee is also made.
