Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to exclude from the meaning of "earmark" a provision or report language providing, authorizing, or recommending any specific amount of spending authority for a contract, loan, grant, or other expenditure with or to an entity, or targeted to an entity, that is:
- a non-profit corporation that is (or has any subsidiary that is) a federally chartered corporation; and
- determined by the chair, in consultation with the ranking member of the House Committee on Appropriations, to have its main focus on character development, mentoring. education, or training of individuals under age 19.
