Swine Producers Market Loss Assistance Act of 1999 - Directs the Secretary of Agriculture to administer a market loss assistance program for eligible swine producers.

Amends the Agricultural Marketing Act of 1946 to establish a temporary mandatory livestock reporting program for certain packers regarding livestock and livestock product prices, volume, and terms of sale.

Amends the Packers and Stockyards Act, 1921, as added by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1999 (as contained in P.L. 105-277) to repeal provisions for the pilot price reporting investigation (concerning the reporting of certain meat and livestock price information.)
