Requires projects and funds transferred to the Corporation pursuant to the Supplemental Appropriations and Rescission Act, 1980 or initiated through contractural agreements by the Corporation to be transferred to the Department of Energy. Authorizes the Director of the Office of Management and Budget to terminate the affairs of the Corporation.
