Zebra Mussel Control Act of 1990 - Directs the Assistant Secretary of the Army for Civil Works to develop a program of research and technology development for the control of Zebra Mussels in and around public infrastructure facilities.
Authorizes the Governor of each State to submit to the Assistant Secretary for approval a management plan which identifies: (1) public infrastructure facilities which need financial and technical assistance; and (2) management practices which will be undertaken to reduce Zebra Mussel infestation.
Authorizes the Assistant Secretary to make grants to States to assist the States in implementing the management program.
Authorizes appropriations to carry out specified provisions.
