Declares that specified provisions of the Natural Gas Act and the Natural Gas Policy Act of 1978 constitute the proper authority for certain Orders issued by the Federal Energy Regulatory Commission.

Declares that such Orders are reinstated as of the respective dates of their issuance even though a certain Federal Court of Appeals decision has held that the Commission exceeded its statutory authority in issuing them.

Read twice and referred to the Committee on Energy and Natural Resources.
