Student Aid Expansion Act of 2013 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to exempt interest-free private education loans that are provided and administered by a state and eligible for complete forgiveness under conditions determined by that state from rules and regulations applicable to preferred lender arrangements between lenders and institutions of higher education (IHE) or IHE-affiliated organizations. (Preferred lender arrangements must comply with certain requirements designed to protect students' best interests when schools choose preferred lenders and recommend, promote, or endorse their loans.)
