Hazardous Materials Transportation Act Amendments - Amends the Hazardous Materials Transportation Act to require shippers of hazardous materials (presently "extremely hazardous") to file registration statements with the Secretary of Transportation.

Authorizes appropriations of $7,000,000 annually for fiscal years 1977 and 1978 to carry out programs relating to the transportation of hazardous materials and for other activities carried out pursuant to the Hazardous Materials Transportation Act.
