A bill to authorize appropriations for the Federal Fire Prevention and Control Act of 1974 and the Act of March 3, 1901, for fiscal years 1977 and 1978.

Authorizes appropriations to carry out the Federal Fire Prevention and Control Act of 1974 through fiscal year 1978, except provisions of such Act relating to reimbursement for costs of firefighting on Federal property. Authorizes appropriations, under such Act, for the activities of the Fire Research Center of the National Bureau of Standards. Provides that before a commitment is made to obligate funds under such Act for construction of the Federal Fire Academy facilities that specified Congressional committees receive plans for such facilities. Permits commitment to obligate such funds unless within 60 days after receipt of such plans the Congress disapproves such obligation.

Authorizes appropriations under the Federal Fire Prevention and Control Act of $15,000,000 for fiscal year 1977 and $20,000,000 for fiscal 1978.

Authorizes appropriations for fire research and safety of $5,500,000 for fiscal year 1977 and $6,000,000 for fiscal year 1978.

Prohibits the Administrator of the National Fire Prevention and Control Administration from conducting fire research without the specific authorization of the Secretary of Commerce.

Stipulates that no commitment to obligate funds for the construction of any facility of the National Academy for Fire Prevention and Control shall be made unless the Congress approves.
