A bill to amend the Export Trade Act.

Revises the criteria for membership in specified associations under the Export Trade Act. Directs the Secretary of Commerce to establish a program to promote the formation of such associations in accordance with antitrust laws. Requires periodic meetings between the Chairman of the Federal Trade Commission and the Attorney General of the United States to avoid conflicting positions with respect to such associations.
