A bill to amend the Rail Passenger Service Act of 1970 in order to require that before the National Railroad Passenger Corporation changes any schedule of, or charge for, rail passenger service, the Corporation shall hold a public hearing and making a finding that such change or increase is reasonable and in the public interest.
