Title II: Motor Vehicle Information and Cost Savings - Amends the Motor Vehicle Information and Cost Savings Act to authorize appropriations for fiscal years 1982 and 1983 for: (1) bumper standards; (2) an automobile consumer information study; (3) diagnostic inspection demonstration projects; and (4) odometer requirements.
