Florida Keys Protection Act - Title I: Florida Keys National Marine Sanctuary - Designates a specified area in Florida as the Florida Keys National Marine Sanctuary under the Marine Protection, Research, and Sanctuaries Act of 1972.
Requires the Secretary of Commerce to hold public hearings and issue a comprehensive management plan for the Sanctuary.
Declares that a person who operates a vessel shall not strike or otherwise damage the natural resources of the Sanctuary, pending completion of the comprehensive management plan.
Establishes an Advisory Council to: (1) assist in the development of a comprehensive management plan for the sanctuary; (2) advise the Secretary of Commerce in the implementation of this management plan and on the development of a specified water quality protection program; and (3) provide a continuing forum to assist the Secretary in resolving conflicts among users of Sanctuary resources.
Requires the Governor of Florida, the Secretary, and the Administrator of the Environmental Protection Agency to develop a water quality protection program for the Sanctuary.
Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to authorize appropriations for FY 1991 and 1992.
Title II: Prohibition on Certain Vessel Traffic - Prohibits the operation of a tank vessel or a vessel greater than 50 meters in length in the Area to Be Avoided (ATBA) proposed to the International Maritime Organization by the Coast Guard. Allows for modification of such prohibition and the applicable area, by regulations issued jointly by the Secretary of the Department in which the Coast Guard is operating and the Secretary of Commerce. Sets forth penalties for any person or vessel that violates this Act.
Title III: Miscellaneous - Provides that no leasing, exploration, development, or production of minerals or hydrocarbons shall be permitted within the Florida Keys National Marine Sanctuary.
